ARTICLE I: PURPOSE
Section A: Mission Statement
The Otselic Valley Central School Wall of Fame Committee was formed in the spring of 2006 to strengthen and add distinction to the memory of the staff and students of the Otselic Valley Central School. It honors the accomplishments of graduates and employees while it also positions those inducted as role models for our current students. The Wall provides our current students and the community with a vision of and a source of pride for the outstanding legacies of the Otselic Valley Central School District. It is hoped that all who are so honored will serve as an inspiration to and a source of pride for the students of OVCS, offering students incentive to strive and achieve the goals necessary to succeed in their adult life.
Section B: Goals
In working toward objectives, it is the goal of the Committee to:
1. Establish and entrust the members of a Selection Committee with receiving nominations, and to determine those nominees worthy of induction.
2. Establish a means by which a wide range of nominations may be submitted.
3. Publicly recognize the recipients with an award and induction to the Wall of Fame.
4. Create a Wall of Fame at Otselic Valley Junior-Senior High School as a permanent display for inductees into the Wall of Fame.
ARTICLE II: THE COMMITTEE
The Wall of Fame Selection Committee has been formed to recognize and commemorate Otselic Valley Central School graduates, current or former employees, volunteers, and/or friends of the Otselic Valley Central School District who have made outstanding contributions in their fields. The Committee will be represented by members who will ensure that those persons deemed worthy of this honor are properly recognized.
Section A: Eligibility to Serve on the Committee
To be eligible to serve on the Committee, the individual must be at least 25 years old. He/she must be a resident, employee, or retire of the Otselic Valley Central School District for at least 5 or more years. Additionally, any current Board of Education member is eligible to serve, regardless of age.
Section B: Selection and Terms of Committee Members
The Committee membership will consist of five (5) voting members. New members will be recruited as needed to keep the Committee fully seated. Selection to the Committee is by invitation of the Committee. One member of the Committee will be a current Board of Education member, selected by the Board. When new members need to be seated, nominations may be offered first by seated members. Open seats may also be publicly advertised.
One member of the Otselic Valley Central School Administration will serve as Facilitator for the Committee, overseeing its administration, and acting as the liaison to the Otselic Valley Central School. The Administrator will not have voting privileges.
Committee membership is voluntary. Committee members may serve for as long as they are willing and able. The Committee Chairperson may ask Committee members to step down if they:
• Are found to be ineligible
• Miss three unexcused meetings
• Are unable to perform their duties willingly and objectively.
Section C: Officers of the Committee
The officers of the Committee include a Chairperson and a Secretary.
Section D: Voting Privileges of Committee Members
The Committee will consist of five voting members. Four voting members constitute a quorum. The Facilitator does not have voting privileges. Members who are themselves nominated for this Award may not take part in the award selection process in any year in which they are nominated. All other voting rights remain intact.
Section E: Meetings of the Committee
Meetings will be held at a date and time mutually agreeable to all members. The Chairperson or Facilitator will set meeting agendas. The Facilitator will see that the agenda is mailed to members prior to each meeting. Meetings will follow Roberts’s Rules of Order. There must be four (4) voting members present to conduct a business meeting.
ARTICLE III: DUTIES OF THE COMMITTEE
In keeping with the goals and purposes stated in Article I, the duties of the Committee will include but not be limited to the following:
Section A: Receive Nominations
Nominations may come from members of the school, from the community, and from the Wall of Fame Committee. The nominee must be a graduate, current or former employee, volunteer, or friend of the Otselic Valley Central School District. Nominations must be in writing and the Committee must design a suitable nomination form. Nomination forms will be made available at each school main office. Forms may also be made available via the school website (www.ovcs.org). Nominations must be submitted in care of the Facilitator at OVCS. Deadlines to receive nominations will be set annually by the Committee.
Section B: Select Honorees
For selection to receive the Wall of Fame Award, the Committee will be charged with
• Determining nominee’s eligibility as outlined by the following criteria:
o The nominee may be living or deceased.
o Candidates must be nominated using the approved nomination form.
o Nominations may come from any member of the public, any staff member, or a member of the community, except nominations should not be made by immediate family members.
o If a graduate, the nominee must be an alumnus for at least ten (10) years. If the nominee is a current or former employee, volunteer, or friend of the Otselic Valley Central School District, he/she must have served for at least ten (10) years.
o The nominee must commit (either by the individual or by a descendant) to allow the nomination to be validated for authenticity.
• Reviewing all written nomination forms
• Verifying the facts
• Determine nominee’s worthiness:
o The nominee demonstrated a high level of achievement and/or made a significant contribution in his/her chosen field or in community service.
o The nominee has been recognized for outstanding achievements, accomplishments, contributions, or acts that have had a profound and positive effect.
o The nominee demonstrated qualities of a positive role model who has motivated others to achieve their highest potential.
• Determine the number of awards to be made that year.
o From the pool of nominees, zero (0) to four (4) nominees may be inducted in a given year.
A quorum of four voting members must be present to select nominees for induction to the Wall of Fame. Inductees must receive 4 of the votes of the members present. The Board of Education will be notified by the Facilitator of the potential inductees. In order to preserve confidentiality, said notification should be presented to the full Board in executive session. Concerns by members should be directed to the Committee for their review.
Section C: Awards Ceremony
Those alumni or employees deemed worthy of induction to the Wall of Fame will be given a commemorative award. The Committee must notify the recipient of this honor and see to obtaining and delivering this award. The person(s) submitting the nomination will also be notified. The Committee will also be charged with arranging an appropriate ceremony in honor of the inductee(s). This may include, but not be limited to:
• arranging for a time, date, and facility for the ceremony
• sending invitations to those invited to attend
• arranging for any press coverage during the event
Section D: Marketing and Public Relations
The Committee has the responsibility of making this award known to the public and soliciting public involvement. The efforts may include but not be limited to:
• periodic public announcements about the existence of the Wall of Fame Award and its purpose
• solicitations of nominations from the community
• establish a permanent presence on the OVCS web site (www.ovcs.org)
• announce selection of awardees to the public
Section E: Wall of Fame Display
The Committee is responsible for creating and maintaining the permanent Wall of Fame display located at the Otselic Valley Jr.-Sr. High School. This will be done primarily through the efforts of the Committee Facilitator.
Section F: Fund-Raising
In addition to any local district sponsorship, the Committee may seek funding for this worthy cause by looking for community or alumni sponsors. The Committee may also seek funding from any donations from OVCS activities.
ARTICLE IV: AMENDMENTS
Amendments to these by-laws may be made under the following guidelines:
• A quorum of four (4) voting members must be present
• Changes must receive four (4) of the votes to be approved.
Any approved amendments will be added to the by-laws in a separate section. Unless otherwise detailed, amendments will take affect immediately.
